Mr. Winton started his legal career more than 17 years ago when he joined the FAA Assistant Chief Counsel's Office in Jamaica, New York while attending law school in the evenings and working as a commercial pilot on the weekends. As an attorney, he immediately began representing the FAA in enforcement hearings before National Transportation Safety Board (NTSB) and Department of Transportation (DOT) Administrative Law Judges. Mr. Winton was eventually transferred to FAA Headquarters in Washington, D.C. where he represented the agency in litigation arising from aircraft accidents resulting in wrongful death, personal injury and/or property damage. During his tenure at the FAA, Mr. Winton received numerous awards and certificates for outstanding achievement.

After working with the FAA for more than 10 years, Mr. Winton was recruited by the United States Department of Justice, Aviation Litigation Section where he handled multi-million dollar law suits arising from aircraft accidents. Mr. Winton has successfully litigated actions involving allegations of negligence concerning air traffic control, weather reporting, aircraft certification, instrument landing system (ILS) maintenance, charting, product liability, breach of contract, breach of warranty, aircraft maintenance and other aviation related matters.

Mr. Winton worked closely with the National Transportation Safety Board (NTSB) during aircraft accident investigations. He has represented the FAA at public NTSB hearings concerning major air disasters.
